Can someone please help me? Can you bill a new WCC with a new Office visit?

Example: Patient comes in for a 4 year visit and while being seen, mom states that patient is having other complications. The doctor treats the patient for those problems. Do I bill a new WCC visit and new Office visit or new WCC and established Office visit? Thank you you in advance for your help.
 
Only one of the visits can be a new patient visit, so your WCC can be new and your problem E/M is established - Once you've provided the new patient service (the WCC), then the patient isn't new again for the office visit E/M.
