Wiki Newborn Accommodation levels

I have attached a document we received from one or the hospitals that we participate with. Just wondering if anyone has seen anything like this or if this is something that the hospital has come up with on their own. They have requested that our providers follow this from now on when charting for newborns. We aren't sure where they came up with the 3 different levels.

I'd be interested in hearing what anyone else may have to say about this. I can't find anything online that points to a 3-level system, so this seems to be unique to Central Maine Healthcare. AAP's recommendation is 4: https://pediatrics.aappublications.org/content/130/3/587#sec-15
