Wiki Nexplanon billing issue

Does anyone know the best way to bill this.......
The patient came to have a nexplanon removed and a new device inserted. The provider was unable to remove the old nexplanon due to how deep it was in the arm, the provider tried and also got an xray but decsion was made to have them see surgical. While that procedure was considered failed the provider still inserted the new nexplanon into the opposite arm.
I do not feel we should be billing 11983 for removal and reinsert because the removal failed but the edits say we are not able to bill 11981 succesful insertion and 11982 - 53 failed removal together.
I am not sure how to capture all of the work done.
