I do billing for a group of Hospitalists (MDs) under one TIN. There is also a group of PAs under another TIN. There are times when both an MD and a PA do a patient visit (E/M service) on the same day. It is not clear to me if there is medical necessity for both visits, or just part of hospital regulations.

Administration currently coordinates it so that only one, the MD or the PA, bills the Carrier. The other visit is not billed. Is there a compliance regulation to document the visit (not billed) as a No Charge?
