Can a provider bill commercial insurance for no show in California? Provider is out of network. If yes, what should be written on the progress note? Should mention no show? Thank you.

You can't bill the insurance company for services that weren't performed.

You may be able to bill the patient for the no-show, if state law permits you to do so. I'd look into what your state law allows and any requirements you'd have to meet to bill the patient.
