Is it proper to bill insurance companies for services that you know are a non-covered service (i.e. pulse oximetry)?

I try not to consider those services as non covered only because what one insurance would not cover the other insurance would. If my medical assistants (nursing staff) do the test, I bill for the test or procedures. If you look at your LCD determination or the NCD determination some insurance would cover those non covered service either by bundling the service or not.
