Wiki Not Billing Metatarsal Stress Fx but Diag is Stress fx

My Doctor asked me Does he need to bill CPT fx care code when Diag is Stress Fx he will treat fx but he does not want to bill a Fx Care Cpt code 28470 is this ok or even legal?or does this depend on the patients Insurance and our contract?What should I say to him?
