Wiki NPs and CNMs and initial OB visits

I have worked for several OB/GYN offices in Ohio and in New York who utilize their NPs or midwives to perform the initial OB visit workup. Can anyone tell me where I can get a clear description of the scope of their responsibility/authority? I went to a seminar that said any new problem has to be addressed first by a physician, then the NP can follow up after there is a plan of care. I would think that a New OB visit would qualify, so I'm thinking a physician needs to see her for the first visit, but this will not make my docs happy.
I appreciate any help.

CNM are fine with doing the initial NOB;in fact they can do the whole pregnancy as long as there aren't any problems. As far as NPs, I don't know.
