Wiki Nurse billing 99211 for dressing changes

Hi,
I have seen a bunch of conflicting information regarding the billing of 99211 for dressing changes. Some says yes we can bill it if a nurse performs it then others say no, it must be a physician.
Question is, if we have mutual patient's with another physician, and the patient is coming into our office for a dressing change on a procedure that the other physician did, can we bill a 99211 for the nurse to change the dressing on the surgery site. The reason they would not go back to the surgeon is maybe because our office is closer and easier to access.

Any clarification would be greatly appreciated!
