One of our doctors wants their nurse to see patients before they have a procedure and bill a 99211. During the visit the nurse will be getting a history and ROS. Then she will go over the procedure and prep. Some patients have previously seen the doctor and some have not. Is it correct for the nurse to do this and bill a 99211?
 
definitely not if the physician has not already examined the patient at a prior visit for the same dx and the plan of care includes this is a follow up. But even then what is the point as this info is already on the chart. Also this could be deemed a preop encounter and therefore part of the procedure.
