When medicaid is secondary insurance coverage and a global obstetrical delivery is billed to a primary insurance (say anthem) which posts balance out to deductible and pays nothing is there a modifier that will get this claim to process and pay with medicaid without changing the cpt.....
 
No modifier that I'm aware of. Is Medicaid denying your claim? If so, what's the denial reason? Do they not accept the global code?

I agree no modifier that I am aware of - however you may want to contact medicaid I have found in many cases the primary insurance has paid more than allowed by medicaid therefore no payment will be made
