Can the OB provider who admitted the patient for delivery but transferred the care to the surgeon for a C-section bill for the H & P and antepartum care?
 
Is the admitting provider part of the same group? And when did the delivery occur in relation to the admit?

Admitting provider (family medicine) performed all prenatal care and was expected to deliver baby. Pt presented for induction of labor on 7/31, 2/2 gHTN decision was made to transfer care to OB provider for C-section on 8/3 (same group practice) after pre-eclampsia with severe features intrapartum.

Can the admitting provider bill for services up to the transfer of care? Pt delivered @ 39w0d

I think you have just answered your own question. Since they are in the same group practice the payer is likely to view this as the same provider group to you bill the cesarean under the group number. The admission H&P and subsequent care by the FP would not be billed separately. Internally the OB would get credit for doing the cesarean.
