Wiki OB pt with only 6 antepartum visits

I am trying to code the delivery for a patient. The patient only had 6 antepartum visits, but not because of a transfer of care or anything. They were in the hospital in observation. The insurance is Blue Cross Blue Shield. Would you bill the global 59400? Or since it was only 6 visits, would you use the 59410 for delivery and post partum and the 59425 for the antepartum? Any thoughts?

Delivery with 6 antepartum visits

I would bill global if the patient did not transfer her care or have any insurance changes during the entire pregnancy time frame.
