Wiki Observation Admission denied as Global

Our physicians claim is being denied as part of an antepartum global. He isn't in the same Practice as the primary provider (he bills under a different Tax ID, etc). He saw the patient in the Emergency Room and admitted her to observation status and we billed out an Observation Admission code. Is this an appropriate denial?
