Wiki Observation E/M by other than admitting doctor

Patient presented to ER severe pain, kidney stone, admitted to Observation.
Next day patient was then seen by their specialist. Physician discussed treatment with patient surgical procedure was decided and performed same day. This would be billed as an E/M 99201-99215? Observation wouldn’t be billed because the specialist was not the one to admit?
