Wiki Observation on same day as nonfetal stress test

Hello,
I am getting some insurances who are bundling patients observation and nonfetal stress test, which were done on the same day. Now for whatever reason we have some patients who come for their routine ob visit in which they get a non fetal stress test(59025) and on the same day as this visit they go to the hospital for an observation (usually 99235) . Now I would like to get some opinions as to what we should be doing. We have not applied a modifier so I was thinking of modifier 25.
Has anyone else run into this issue....
