Can our physician bill for a 99218-99220 if we admitt/send from office for a blood transfusion or other same type of services. Also, do we have to physically see the patient to bill for discharge and admit to obs. status.

Must see patient in hospital

In order to code / bill the observation codes they provider must physically be present at the hospital with the patient.

If your physician did not go to the hospital, just code/bill the office visit.
