Observation to Inpatient POS for Specialist (Medicare)

Patient was placed in observation by the Hospitalist in the early morning and at that time the Hospitalist submitted a consult request for a specialist and the consult was performed mid-morning. Later in the evening the Hospitalist decided to admit the patient to inpatient. I understand that the Hospitalist's charges are all rolled into the single Initial (99221-99223-AI), but does the specialist get converted to inpatient as well or does that remain as outpatient with office codes either 99201-99205 or 99211-99215 considering the consult took place prior to the inpatient admission?
