I have a strange encounter patient comes into the ED on 6/17/2013 @ 23:59 and dr decides to place him in observation on 6/18/2013. Any suggestions on how I would code this due to the time ?

Is this for the physician who ordered observation? Then use the appropriate initial observation code on 6/18/13. If this is for the hospital, since the date when services began is 6/17/13, use that one. Same thing if this is the ED physician - 6/17/13 is when ED services started.
