How are we calculating time with epidural only for vaginal delivery for cpt 01967?

Scenario 1
Patient come in for VBAC and gets epidural inserted for Dr. Taylor on 07/10 at 1311, at 2217 Dr Lasher comes in and give epidural injection. Patient fails VBAC and on 07/11 at 0013 is taken to OR for c-section with Dr Lasher and Meads CRNA. How should all this be charge since multiple providers are involved?
