Wiki Office follow up with repeat Botox Injections

I've seen a few questions in the thread but couldn't find a definitive answer. Our Neurologist will bill an office visit 99213 with the 64615 when she gives the Botox. Our office was recently told you cannot bill a follow up visit if the patient is getting repeat Botox injections. I disagree but am having a difficult time locating the documentation needed to support the office visit charge. Any suggestions?
 
During the global period, you can bill an office visit if it's unrelated to the procedure with the global period. Ex. the patient received botox injections for migraines, is receiving the additional injections for migraines today but is also being seen for continued assessment of their carpal tunnel.

If it is only related to the reason for the botox, an office visit charge wouldn't be appropriate during a global period.
