Wiki Office visit and observation on the same day

We've got a patient that was seen in our clinic (which is technically a standalone clinic) and the doc sent them over to our hospital with observation admit orders. The doc only saw the patient in our clinic on day 1. Day 2 the doc did a cath on the patient and discharged them home.

My question is, should we bill an office E/M visit or do we bill an Initial obs visit for day 1?
