Can you bill an Office E/M with 57 Mod. and FX Fee (Example 27824) on the same day?

You can do the e&m code with the closed fracture repair, but the modifier -57 isn't needed. Maybe a -25 for the decision making for the fracture stuff.

If the decision for surgery took place, modifier 57 would be required on the E/M since 27824 (her example) has a 90 day global period.
