Wiki OMT and MFR Billed Together

We have a Physician Assistant, who is under the supervising physician of a DO, performs OMT (98925-98929) and MFR (97140) on our patients. We can't find anything in our guidelines that states you can't code/bill these 2 services together. We have been putting modifier -59 on 97140. From our internet searches we have found from Well Care Health Plans on the topics of Craniosacral therapy, Osteopathic Manipulation, and Osteopathic Manipulative Treatment HS-128 states, "OMT includes muscle energy, high velocity-low amplitude, counterstrain, myofascial release, visceral, and craniosacral." We can't find anything else that states that. So, our question is can we code OMT and MFR together using modifier -59?
