The two organizations have been selected as ONC-Authorized Testing and Certification Bodies (ATCBs):
CCHIT was the only certifying body for EHRs before the stimulus bonus incentive was created. The ONC opened up the certifying process so that more than one company could provide the certification to EHR developers. As you can imagine, the cost for certification is really high.

Certification by an ATCB will signify to eligible professionals, hospitals, and critical access hospitals that an EHR technology has the capabilities necessary to support their efforts to meet the goals and objectives of meaningful use.
