Is anyone familiar with billing veterans claims to optum?

Standard episode of care.... vs HCPCS both are on the VA fee sheet but the authorizations are always for SEOC... It states that as long as the treatment is within the realm of the seoc it seems to be fine. We are a substance abuse facility and we bill DTX, RTC, PHP, IOP so we use a HCPC's codes instead of CPTS. We only bill the one code per day. I am not familiar with SEOC, do I need to bill itemized for all services instead of the one hcpc?
