Wiki Orders: IP to OBS to IP

We have a situation where a patient's admission orders were changed after the initial inpatient (IP) order was written, then later changed back. Specifically, the initial IP order was never formally cancelled or discontinued. My question is: for Medicare purposes, do we revert to the initial IP order to establish the start date of the inpatient stay?

I've researched this but haven't found any CMS guidance that directly addresses this scenario. The order timeline is as follows: IP order written 10/31 at 1303, OBS order written 10/31 at 1535, IP order written 11/1 at 1543.
