Organization of charges on claim

I'm currently is a debate as to the order of charges on a claim. I recall from school, and it has always been my practice that when entering charges, you always enter the highest procedure/most costly as the first on the claim. You should order the claim so that the highest charging procedure is first and the lowest last. Am I correct in this? Can anyone point me to some literature online that references this matter?:confused:
