715.3 is for a specific area, 715.9 is when you are not sure if it is generalized, and you know the body part. I used 7159 often since documentation wont state "generalized"

ok, so when would you use 715.96? that is not specified whether localized or generalized, knee

Osteoarthrosis generalized should be coded as 715.0x, not 715.9x. You can use 715.9x whenever there is osteoarthrosis of multiple joints, but not the same joint on both sides like 'bilateral knee OA'.
