PA Initiating Care/New Patient Visits

I am needing some clarification. To keep compliant with Medicare, can a PA initiate care during a new patient visit without provider MD in the office and bill for the new service under their own provider number....OR, is it a requirement that an MD initiate care for "new" patient visits at all times?

For a PA it generally depends on State regs. For Medicare a PA is an NPP and an NPP can bill under their own number for new patients. However your state may feel strongly about whether the physican must be on site.
