Pap Smear for GYN Oncologist

We are a GYN/Oncology department that is hospital based. I have a GYN Oncologist that sees a patient for a history of cervical dysplasia. We perform a pap smear every 6 months to check for evidence of disease. My question is, can we bill for the collection of the pap along with the E/M office visit. I am new to this speciality, and I am being told that because we fall under the umbrella of the hospital, we cannot bill for the collection of the pap because a facility charge is also sent for this encounter, and the hospital Lab bills for the 88142. Can anyone verify this info????
