Wiki Papilla VS Hemorrhoid

My employer is telling me that when a Dr removes a single, external hemorrhoid, the correct CPT to use is 46220 (excision of single external papilla or tag, anus). I disagree. I believe that the correct code would be 46999 (unlisted) per the CPT book. A papilla is NOT a hemorrhoid. Which of us is correct?
