Patient was called back to the office to review the results of a scan. No exam was done just the satement " no change from previous" with no date of the previous visit linking them. Is this billable?

Unless enough documentation is present for two of the three key components of a higher E/M to be billed, or specific time is documented, you could use the 99211.
there is a breif HPI and the patient referred out to specialist.
