Wiki Patient cancelled procedure right before anesthesia

I'm not familiar with the billing side of cancelling procedures.
The patient was in the OR, prepped and draped, ready for procedure. While about to administer anesthesia, patient got scared and wanted to cancel the procedure. The facility wants to charge for OR supplies and surgery time as usual. She did go to PACU so there needs to be those charges as well. On the billing side, the facility is charging for supplies and surgery time.

Does the charge for surgery time need to be taken off (is that considered charging for the procedure itself)?
We are trying to figure out which modifier to use since the patient cancelled electively vs the physician cancelling. Does modifier 73 still stand?
