Does anyone know if there are any laws stating physicians have to pay for translators?

No payers are required to pay for a translator. We just had this discussion with Excellus.

They told us we were required to offer, but it is part of good patient care.

I'd argue that it's essential to good patient care; hence, the legal requirement in the ADA. I'd fight that, if that's really their only rationale for denying it.
