A baby came in for circumcision. It is noted that the Vit K inject was not given at the hospital. The physician counsels the parents on the risks of bleeding during the surgery and the circ was performed. My thought is this does not justify a E/M visit but want your thoughts as I am getting different opinions.

Any thoughts?
