Billing for clavicle strap

Can anyone help me clear up my confusion in reference to coding for a fractured clavicle in the office? Our physician saw a patient in the evening for a suspected clavicle fracture after falling down stairs. The parent did not want to go to the hospital for x-ray and decided to wait to obtain one the next morning at a satellite facility. The x-ray was positive and the patient returned to the practice, saw a different physician and a clavicle strap was applied. The HCPCS code on the box for the clavicle strap is L3650 (which includeds fitting and adjustment). Do I code and E/M plus the L3650, the L3650 alone and then there's CPT 29240 shoulder strapping also. Any suggestions?
