Can a provider see a patient twice on the same day for two different problems? ie morning appt. for neck pain, afternoon appt. for back pain.

Most insurances will only allow biling of four units per day. If it's different insurances, then more than likely you can treat the two problems as long as they are totally separate. With your example, you need to be very sure to document the neck problem and the (hopefully) lower back problem. If it's c-spine and t-spine, I would say no. they are too closely associated and can be treated in the same session.
