Wiki Physician Billing for Radiotracers during a Clinical Trial

Looking for guidance on billing for radiotracers without billing for the scan during a patient's clinical trial. If the clinical trial is Medicare approved can we bill for example: A9552 with modifier Q0 and DX Z00.6 only which indicates this service is part of a clinical trail? This is performed at a free standing clinic and would be billed with POS 11. Any guidance would be appreciated!
