PIPJ Arthrodesis vs arthroplasty ?

I was hoping someone would have some insight on this, if a doctor performs a hammertoe correction 28285 and then actually performs and arthrodesis in the same toe can you bill for both ??? I was checking only because in the code description for 28285 there is a resection of the head of the proximal phalanx, but there is no description of the resection in the code 28755. Our Doctor recently perfomed both on the same toe. I would love to hear feedback from other coders on this one. Thanks in advance for all responses.
