Having a discussion with a plastic surgeon regarding the place of service. The scenario is: patient presents to the ER for a laceration. He performs an E/m and it is determined the patient needs to have it repaired in the OR and is transported immediately. The surgeon believes the POS should still be ER because it is an emergency surgery.

I need guidance to find where it is written that this now becomes and Out patient case, or could be IP if someone admits the patient while on the way to the OR.
