I wouldn't count it - per the CMS documentation guidelines (both 1995 and 1997) it does state that "at least one SPECIFIC [caps mine] item from any of the three history items must be documented for a pertinent PFSH." So, since this doesn't have a specific item, I wouldn't count it for a point on the past medical history.
