I am helping with an OP Podiatry Surgery, I am not very familar with these or the modifiers that need to be used. I was wondering if someone can help give me insight on the following scenerio:

Dx: Nonunion of Fx 733.82, pain in joint ankle/foot 719.47, fx of metatarsal bone, closed 825.25

Procedures:

Repair Nonunion 2nd metatarsal: 28322
Application of uniplane external fixation--2nd metatarsal: 20690
repair nonunion 3rd metatarsal 28322
Application of uniplane external fixation--3rd metarsal : 20690

Considerations:
This patient also had a previous procedure 28470 (closed treatment of fx w/o manipulation in the office) this has a 90 day global period, however the doctor did the above procedures on day 85 of this global period due to non healing.

Any insight or guidance would be appreciated.
