Podiatry Billing 11719 and 11720-59 help

Can someone help me? I seem to have lost my mind I am billing for a podiatrist and billing 11719-Q8 and 11720-59 . Medicare paid the 11720 and is now doing a retraction because its inclusive to 11719. According to the CCI Edits I can bill both with the 59 Modifier on the 11720. I'm so lost please help:)
