The podiatrist performed what is below: Would this be a 28286 or a 28285 + 14040? I have found some articles that state either but no hard facts to substantiate either.

Attention was directed to the fifth toe. She has a congenitally short fifth metatarsal which was evident on preoperative x-rays along with some dorsal contracture and rotation of the toe. The contracture is occurring along the previous incision site which is a thin linear incision measuring about 2 cm. This was ellipsed out full thickness and removed. The skin was then mobilized underneath and dissection was carried down to the metatarsophalangeal joint. The extensor tendon was cut and blade was inserted and the dorsal capsular ligaments were also resected. This was then flushed copiously with sterile saline. The toe was pulled down to correct position and held there while a V-Y skin plasty was performed using the previous linear incision as the more lateral aspect of the V. The point of the V was made about mid-incision and was taken medially off of the main incision. This was then mobilized as well and allowed the toe to come down to more reduced deformity
