Can anyone explain the difference between CPT codes 28055 and 28080?

Start with the basic code descriptions:
28055 - Neurectomy, intrinsic musculature of foot
28080 - Excision, interdigital (Morton) neuroma, single, each

Then anatomy and what is the diagnosis/reason for the procedure documented? Morton's neuroma is a very specific diagnosis/location.
