Can anyone tell me if the registration fee for the Portsmouth, VA conference 10/6-8/2021 includes hotel accomodations?

I've never known conference registration - National, Regional or local chapter sponsored events - to include the hotel. My recommendation is to reach out directly to one of the officers at the Portsmouth chapter.
