Wiki Post op pain block vs. Cancelled case

The Anesthesiologist placed a Femoral Nerve Block for post op pain using Ultrasound Guidance; however, the case was cancelled. Can the block and ultrasound be billed since the block was for post op pain, of which the patient did not experience with the cancellation of the surgery?
