If a patient had a surgery with a global period performed in one state and had their post op visit in another state can that new physician bill an E/M code or is it considered a normal post op of 99024?
 
Post op applies to the surgeon and tax ID

Post Op periods apply to the surgeon and Tax ID, not the state. If a patient is seen by another physician who was not involved in their surgery in another state Post Op will not apply

Yes post op does apply, you need a transfer of care from the surgeon for the post operative care and you put a note in the notes section of the claim (field 19) indicating a transfer of care has occurred. The you bill a followup V code for the dx code do not use the reason for surgery as the dx, and you CPT will not be an E&M or a 99024 it will be the same surgical code use by the surgeon with a 55 modifier.
