Wiki Pre exisiting condition for iron deficiency anemia

Code 280.9 iron deficiency anemia was denied stating that the hemorrahage of the rectum and anus is considered pre exisiting. THe patient was first seen on 7/29/08 and then again on 1/23/09. Does anyone know why this would be denied or why it was considered pre exisiting?
